For criminal rehabilitation application they are requesting state police background checks which are impossible to get if you're out of US (you can only pay by cashier's check or money order, you can only use USPS, you have to go to authorized place to get fingerprinted, they don't email it etc.). Are those state checks necessary or is there another way? Please advise what to do?
What are the chances to get criminal rehabilitation approved? Are there any tips?
What's the wait time?

If IRCC requests state certs, then you need to get them. I disagree that they are impossible to get if you're out of the US. My husband had to provide several. Sure it took a few extra steps, but it was very far from impossible to do.

Chances of getting rehab are impossible to guess without knowing the details of the situation. In terms of tips, the biggest one is to provide all of the documents requested and make sure your application is comprehensive. For wait times, assume at least a few months - although sometimes people wait more than a year.

How do you go visit a licensed vendor if you're out of US? How do you send them cashier's check or money order? How do you use USPS? How do you receive it if they can only mail it to you, not to anybody else?
