What passport do you hold? US passport?

In 1 day it was a conference so not long

You need either a valid PR card or valid PRTD to board a plane. If you don't have one of those, then you would need to travel to a land border and reenter Canada by land. You can try to board the plane but be prepared to be denied boarding.

The COPR isn't a travel document once you are already a PR. You should expect the airline will not accept it and make plans to travel by road.

There was never any real chance the airline was going to let you board. They are required to ensure passengers have valid documents or face fines.

I assume you have your expired PR card with you or your COPR. Just enter using that at the border. Nothing really to tell them. You can say your PR card expired. But you won't have any issues reentering.

Ultimately you'll need to figure that out on your own.

Have you checked if you can do it by train? What about bus? You could also rent a car. Or get to Toronto and then fly from Toronto to Ottawa.
