you dont have to, no. they dont require ielts when you’re applying for the study permit, but if your standard of english in your letter of explanation is bad, the visa officer might question your ability to complete the postgrad diploma course and might refuse your application.

If you belong to a country where Student Direct Stream visa process exists and you decide to apply under the same then you need to prove your English language abilities.
