You do not need PCC from Canada. The visa officer themselves can contact RCMP

Why is the time they stooped CEC related to how many people get a bump? That happens throughout the year independent of CEC intake

It depends on your industry/ area of business. Some areas have been experiencing talent shortages for well over a year now. So it's a great environment for job seekers. Of course 2020 was different. But 2021 and 2022 have been great for certain industries in terms of employers competing for employees.
