Order GCMS notes as 2 can mean many things but IRCC doesn’t believe you are a genuine student. Can’t comment because don’t know your profile. But if you have been in Malaysia for 11 years then assume that is not your country of citizenship. You need to build on your education and show career progression in your home country to justify costs.

I have been working as a freelancer graphic designer since my graduation. Never been a full time employer at any institution. I'm a citizen and a resident of Egypt.What jobs have you had since graduation? What is your citizenship?
I'm a citizen and a resident of Egypt. Currently I'm a freelancer graphic designer so I have no institution to prove my employment. Could starting a full time job help my situation? Even if it is nothing related to the desired study program? I already started to study the Canadian pilot training online ground school and I have a record of finishing some Aviation courses I think this could be more helpful for the second attempt than a full time job as a graphic designer?As said above order GCMS notes as reason 2 will shed insigight into refusal. Most likely choice of program and having a business degree, and not showing why you need to take a flight program.
As for 3 (employment and finacially established) Do you live in your country of residence or citizen of another country? What job do you have now?
It seems that officers don’t believe that you have a job to support yourself nor will you return to your country following the program. Focus on YOUR assets not those of your family. Showing power of attorney that you could sell off your family assets to fund studies and then say you needed to work part time to support your studies doesn’t show financial stability. As I mentioned above, saying that you have to work part-time to support yourself was not a good idea.

To get a study permit, you want to show career and education progression. Unfortunately, your freelance work is not related to your program. As for starting online ground school, if you can show that it is a licensed program through a DLI that that will give you a degree or diploma then it may help. Is it through a DLI like Seneca flight training or U of Waterloo (application and admission process) or is it through pilottraining.ca (just a site that anyone can sign up for)?

I have an access to the platform as a result of my acceptance by the the institution to prepare myself prior arrival, but anyone who pays for the online course could have the same access. on the other hand to conduct a written flight test by Transport Canada you need a certain amount of ground school hours either in a classroom or online, pilottraining.ca provides their online students who successfully pass certain ground school courses with a recommendation letter to take Transport Canada exams directly without the need to attend any in-class courses ( it is mandatory to have that recommendation letter signed by a flight institution or flight instructor to take the test )
Why do you need a Canadian license and rating? Anyone can take the online course throu gh pilottraining.ca. You need to get your GCMS notes and then show how the program builds on your career. You can't show education or career progression so you need to show career goals. Why Canada - don't focus on costs because everyone says that the Canadian education system is affordable. Justify the costs of the program vs. career goals. You need to explain why Harv Air is your choice and not a public DLI. What does Harv Air offer that other flight schools don't.
