Do we need to buy the insurance and show proof of purchase when applying for the visa?
Yes
If yes then should we give a tentative date when the insurance begins?
All insurance providers know requirement of supervisa. They will let you adjust dates. Else you can just talk to few providers and get more details.

My parents will travel in April next year 2023. So is it okay if I apply visa for them now?
Your wish. Processing sometimes takes a few months so it should be okay.

Also do we have to create account for parents in the new portal under their name or our name?
Doesn't matter. Online account name does not matter when creating application. In application you will mention name of applicants.

Do we need to buy return ticket while applying for the supervisa? I did not find any section where we can upload ticket details.

IRCC refusing super visa if medical insurance is not paid in full.

https://www.canadavisa.com/canada-immigration-discussion-board/threads/in-applied-for-super-visa-for-my-dad-got-rejected-what-to-do.774601/

My brother is in Canada, he's got ways and means to support my father, and we applied all the necessary requirements of a Super Visa. It got rejected citing this reason:
--------------------------------------
Thank you for your interest in coming to Canada. I have reviewed your temporary resident visa
(visitor visa) application and supporting documentation to assess whether you meet the
requirements for a visitor visa (https://www.canada.ca/en/immigration-refugees-citizenship/
services/visit-canada/eligibility.html). This includes assessing whether you are coming to Canada
temporarily for the reason(s) you describe in your application. I have determined that your
application does not meet the requirements of the Immigration and Refugee Protection Act
(IRPA) (https://laws-lois.justice.gc.ca/eng/acts/I-2.5/index.html) and Immigration and Refugee
Protection Regulations (IRPR) (https://laws-lois.justice.gc.ca/eng/regulations/sor-2002-227/
index.html). I am refusing your application.
• I am not satisfied that you will leave Canada at the end of your stay as required by
paragraph 179(b) of the IRPR (https://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/
section-179.html). I am refusing your application because you have not established that you will
leave Canada, based on the following factors:
• Effective July 4, 2022, all private medical insurance must be paid in full.

You are welcome to reapply if you feel that you can respond to these concerns and can
demonstrate that your situation meets the requirements. All new applications must be
accompanied by a new processing fee.

This is not fair. If an application is submitted before any new policies come out, they should stick to old policy for the sake of that application. IRCC sucks big time.

Where are they getting July 4 date from?
I am worried now everyone will be having refusals that submitted updated insurance policies to the local VACs if the Visa Office does not attend to Webforms by then. This is not acceptable at all.

Yes it’s happening.. I got this response for web form inquiry..

Good day,

Thank you for contacting Immigration, Refugees and Citizenship Canada (IRCC).

We’re experiencing a high volume of requests, so our response may be delayed. We’ll respond to your inquiry as soon as possible.

If you have an application in process, you can:

  • check your application status online or
  • request a change of address

  • i updated it by both webforms- ircc webform canada and ircc webform New Delhi..and I am surprised that we got decision on the file within 3 weeks .. I noticed people are waiting for their decisions on file since months.. ircc is super fast for the refusal decisions .. making on sense..bcz we already updated policy..

Yes most VACs take upto 28 days to reply/update application and if anyone sends application in the meanwhile it will be rejected for sure. Oh Man this is not good at all.
The policy was updated on the website on 27th July, 2022 but it came into effect on 4th July. This is not acceptable at all.
