Study didn't complete and status about to expire.

One of my friends is in trouble.
He came to Canada on a study visa in 2020 at Canador College, after 1 semester he changed his college and move to Montreal and just completed 1 semester there.
His visa is valid for another 1 year.
Now, what can he do to stay in Canada?
Can he apply for a new SP with a new college or he can use his current study visa for any new college?
or he can just get LMIA and start working?
He wasted his 2 years.

Based on the information you've provided, there aren't any options that would allow him to stay in Canada.

It sounds like he completed two semesters in 2020. If that's the case, then he's out of status now in Canada and has been in Canada without status for a while. It's too late to restore status (he's well beyond 90 days), so the only option is to leave Canada now. He cannot apply for a new SP or get a work permit from within Canada. He needs to leave and apply from outside of Canada.

Schools are required to report students if they drop out of school and IRCC then cancels the study permit. So that would have happened by now in his case and his study permit would have been canceled.

Based on the information you've provided, he's probably been in Canada without status for well over a year. So the next step will be to leave Canada. I would then recommend he remain in his home country for a while (at least a year) to work there and re-establish ties to his home country before trying to apply for another study permit or an LMIA supported work permit to return to Canada.

If he was working in Canada, hopefully he stopped working when he stopped attending school full time.

Would not call people “buddy”. Does he have an approved LMIA and can show experience in that NOC? He has to restore status (if he is even eligible being out of status) or change status and wait for work permit.

No. Not possible. He's been out of status in Canada for too long. If he wants to go the LMIA route, he needs to leave Canada and apply for the work permit outside of Canada.

Didn’t realize that he had not studied since around 2021. Probably has been working illegally too.

Its not about disrespecting but INFORMAL definition of buddy is "close friend". I personally dont use it to a stranger or someone i dont know his/her social status (age or gender). Sorry, no disrespect to you and or i don't intend to lecture.
