Need to notify IRCC about my change of school, but lost my CIC account, and failed to link my previous application to new account

It has been a year since I applied for my study permit, now I need to change my school and notify IRCC about this situation, but I lost my CIC account. I tried to create a new account and link to my study permit application, but it failed to find my previous application even I entered exactly the same information that I applied for my study permit. What should I do now? Should I submit a webform in IRCC's website?
