Changing course prior to receiving visa decision

Context: I got an offer for Mobile Application Development at Fanshawe College. I paid the CAD 2300 advance as stated on the offer letter. I also sent the remaining fees a month later. Unfortunately, after submitting the visa application, I found out that my offer has already been expired months ago. I didn't know this because my incompetent agent didn't forward the email and didn't even check it himself. He didn't know the offer was expired.

Question 1: Now, the program I was going for is already closed for Jan intake, and going for May intake is out of the question as I would be wasting a lot of time. My visa decision has not been made yet. Can I change the program, and upload the new offer letter and a new SOP explaining the changes? Are there any drawbacks when doing this?

Question 2: The new program I am hoping to get into is a one-year program - can I do 1 + 1 PGD to be eligible for 3 years PGWP?

Question 3: How did CAD 2300 + CAD 15,700 (remaining fees) go through to the college if my application was already expired? I sent the fess using the student ID on the expired offer letter.

#1 - Sure you can do that. Are you switching schools? If so, you want to do this asap so that IRCC sees this request before your application is finalized.

#2 - Yes, you can do that.

#3 - As long as you have a student ID you can pay fees.

Has the college confirmed that the offer is expired? And that they won't give another letter?

No, not switching schools as that would be expensive. Fanshawe asks you a non-refundable deposit of CAD 2300

Yes, the college has confirmed. I will get another offer but not for Fall or Winter intake, and Summer intake is just too far for me.
