applying for immigration vs submitting for Express entrey

Hello,
Kindly asking for help/opinion regarding the following.
I filled a form for EE in 2017.
now I want to fill another EE form, I have to answer if I applied for immigration to Canada.
They asked for file number which I dont have.
Is filling an intrest for EE is as applying for Immigration.

No. Thats called entering the pool. If your CRS score is high enough, IRCC will send you an invitation to apply (ITA). You prepare your documents within 60 days and submit online. IRCC will then send you an email of acknowlegement of recipient (AOR). From now on you are officially a PR applicant.

With that regard, if you have never received ITA from IRCC, simply answer "No".

After subitting the form I got that am ineligible with score of 0.
i cannot update the application
statuse is transmitted
did I do any thing wrong

If you are deemed ineligible, you will have to start a new profile. What is your score under "Six Selection Factors"? You must score at least 67 to be eligible. Other than that you must have answered somthing wrong. Be more careful with your new profile.

You have been deemed ineligible by the system, in which case your score is 0. You must have answered something wrong then.

What is your full profile? Is your ECA and IELTS valid? If last applied in 2017 with current ECA, it may have expired.
