Can the sponsor travel out of country while the application is in progress?

If I am sponsoring my partner and our application is in (not approved), can I travel out of the country?

Canadian citizens: no issue.

PRs: must reside in Canada when applying especially, and also throughout process. "Short trips" abroad are okay, typically taken to mean less than a month. Some dispute whether it is required throughout but there are cases; the only precise thing that can be said is that enforcement of this is inconsistent. Those PR-sponsors who spend longer abroad do so at their own risk.
