I know the question in the title is a little strange.

Medicals are valid until Nov 2021, and my parents got their COPR expiring on 6th Nov 2022
Due to the situation, they can't land in Canada by April 2023, so I'm planning on asking for an extension.

Anybody knows if I can apply for COPR extension date (Landing extension date)
Should I contact the IRCC via the online webform?

This is usually not allowed. But you can try it. They did that during COVID when travel was impossble for some countries.
But since most countries are open for travel, it's most likely not extended.

Your parents can do soft landing and return to home country soon after.

If it's health related, they will need to report any major health issue to IRCC. (it's in the instruction)

COPRs are "use it or lose it". You should assume IRCC will not extend the validity of the COPR.

There was a period of time where IRCC was allowing COPR extensions due to COVID and flights being completely on hold. However this is no longer an issue and extensions are no longer being offered.

Your parents need to plan to travel to Canada and land before their COPRs expire. If they fail to do that, assume that you'll need to start the sponsorship process from scratch.

You can certainly send a webform. However the most likely answer will be that no extension can be granted.
