Myself, spouse and our 2 yr old son had obtained Canadian Permanent Residency in 2008. Owing to family circumstances, we returned to India and the PR cards were hardly utilized.

Now our son is 15 years old and we plan for his University education in Toronto. How does one get his PR card activated? Since he was only 2 years old at that time, it is not his fault that we came back to India.

There must be a way to activate his PR card, I suppose. Maybe on Compassionate grounds. Instead of going through the long waiting period for a new Canadian PR.

Please help me and let me know.
 
You can only renew it close to the expiry date. And since it has a validity of 5 years, a 15-year delay is hardly compassionate grounds for a plea. Don't think that's possible.

Agree. But he was a two year old, when his Father (myself) had to take decision to return to India. Would that not constitute compassionate ground, as he was a helpless infant ? Can he not submit an affidavit to Canadian consulate in India, seeking a consideration - especially the PR card has lapsed (not expired). For a PR card to expire, a separate process has to be completed. We did not undergo that process at all.

You need to apply for a PR Travel Document with H&C consideration. Since your family never established themselves in Canada after landing, there is probably a pretty good chance the PRTD will be refused. However you might as well try. You may get lucky. Only your son should apply for the PRTD, not the parents.

The PR card cannot be renewed outside of Canada.

This statement isn't really correct. The PR card has in fact expired. It has not lapsed. It's expired. However you still have PR status until such a time as it is revoked or you renounce it. The challenge you face of course is the failure to meet the residency requirements. Again, apply for the PRTD for your son with H&C consideration. That is the next step.

One more comment... You should only apply for the PRTD once your son is ready to move to Canada. Do not apply a few years early.
