Is there any way of getting job in IT sector without having prior experience, through consultancy in Canada.
If any consultant promise you a job like that, he/she is lying. (or it's a scamp)

Canadian companies can hire a new grad inside Canada. Why would they want to hire you and go through all the immigration process (work permit application) unless you have some revelant experience.

No. The work permit won't be approved if you don't have relevant job experience.

If I already have Canadian PR, will it be possible then?
You would want to complete some sort of training or education before trying to entering the industry. Without that, I'm not sure you'll be successful.

I am doing course in data science form waterloo university.
I don't know how things work in Canada (cause I'm still in the process of getting there), but in Europe you can get employed without work experience as a junior developer (not sure what part of IT you're referring to, but this is where I have experience). You would need to prove that you know some things and you are passionate about it.

The most important part is a portfolio. If you develop some apps, websites or whatever (depending on the technologies you want to get into) and prove that you understand what it's happening in there, you can get hired. What I did at the beginning was to follow courses which develop some project (apps, websites or whatever) and after finishing it I would continue adding features that would make the project more interesting and make me learn new things. This way you have something different to add to your portfolio than anyone who followed the same course.

There are tons of self-taught devs out there and as long as you are willing to learn, I'm sure you can be one of them. Good luck!

Pretty sure most universities have career counselling service. Reach out to them.
Since you already have PR, you can get employment by any Canadian company.

Data science is a hot field, you shouldn't have issue of getting a job as a fresh grad from Waterloo.

There are certain agencies who trans for 3 months and then places you.
One such agency name is FDM, who trains the freshers and places in companies. You might have 1 year bond though. But good place to start with.
