Currently, I have an ETA, so I can come to Canada whenever I want. I recently received an offer from a University in Canada. So, I would like to know if I can apply in my home country, and at the same time, coming to Canada for summer vacation, while I’m waiting for the decision to be made ? And then, go back to my home country?

No but may ask if you have funds for a visit. When do your studies start and when did you apply? Processing averages 12 weeks.

Obviously, I am going there for vacation. I applied in May. My studies start in September.
