What do I suggest, you know everything. I think go for a JR again on this refusal, and see how it goes.
will add three new things in judicial review

Change the visa processing center and redetermine from different visa officer and different embassy in other country but not UAE

Compensation

and if still new Canadian embassy thinks i am not eligible then take interview before final decision

Can you share the SOP you shared with the embassy after you won the judicial review? So I can see what went wrong

@aspirant256 what is actual meaning of settlement in regards of judicial review success. Is it mean ircc lawyer accepted that procedural fairness or error in law occurred or something else meaing?
To be honest, I don't really understand, I can only speculate. But the basis of JR is that the IRCC made a mistake which is procedural fairness. You can file JR again since its only costs you $50, and see what they do., most probably it will be a settlement again.

I am still in shock by your refusal, I didn't expect this outcome at all.

The fact that you keep on reapplying with the same profile and course of study is likely to lead to more refusals. Fundamentally your course of study does not make sense based on career advancement and career progression. If you want to immigrate I would suggest you focus on qualifying for economic immigration.

Did you read her SOP full of grammar mistakes. And why did she mention that she has no contact with her sister or something in Canada. She kept insulting the previous visa officer. You have to be formal and respectful. It was a very BAD SOP that’s why she got rejected
