No one here can guarantee that your desired course will be available next intake, only your school can. With regards to your study permit, IRCC allows you to change program within the same DLI, without needing to reapply for your SP. In your own interest though, It would be best if P2 in not a downgrade from P1 in terms of academic level. With what you have explained so far, they seem to be somewhat related so you should be fine on that front.
Thank you for that insight. They're in the same academic level. I just dont want my PGWP to be compromised eventually, in case I'll be forced to take P2.

If you are switching to a shorter degree and in a different specialization I would strongly suggest applying for a new study permit. The approval was based on both a longer degree and a degree in a different specialization. Too many international students were applying for higher degrees and relevant programs and then changed to an easier degree that may not make sense given their previous education and work history after they received their study permit. That is what lead to the rule changes. It sounds like this is your situation,
Hi. I changed my program from Bsc in biochem to Bsc in chemistry when I realized I had a part time term in spring. Would my pgwp be based on my second program? It's in the same school.

If anyone has changed their course before entering into Canada, which LOA did you show at POE.Also did you inform IRCC?

You need to inform IRCC. You either need a new study permit if you have already received approval or need to send in new LOA and hope that you are early enough in the process that your new LOA will be assessed and you won’t be told to file a new application.

A change of program from the same institution is permitted, why would he/she have to submit a new application?

If the program was a different level of studies that could be problematic.
Sir my program is exactly same the duration, fees, credit and degree everything. Its just I am changing my field from engineering science to Computing science under in same DLI.
