PNP nomination - second screening performed by IRCC

I am puzzled as to why PNP nominees have to go through a second IRCC in-depth eligibility screening. To me this a waste of time and a waste of human resources. IRCC agents could have spent their time reviewing other applications piling up in the backlog. Indeed, when you are nominated, your province has already assessed your eligibility by reviewing your work experience, proof of funds and, if I am not mistaken has already conducted a background check. Why does IRCC have to make the waiting time any longer by reconducting the same assessments? Anyone, please feel free to support or reject my opinion by providing your insights.

IRCC does a much more thorough screening involving a more rigorous background check including security checks that the provinces don't have access to. Ultimately it is IRCC who is in charge of immigration policy.

I agree there are some aspects taken care by province only and others by centre. Centre take much more consideration of health and education assessment whereas province more about employment in their province. Though I maybe wrong.
