You don't have to define or explain 'urgent' to anyone. They will take your claims at face value. The only additional document (apart from standard requirements) is proof of travel. If you are travelling within 25 days and can prove it with documents, your can walk into any Passport Canada office and get it made even within 24 hours. It doesn't have to be an air ticket. You could be travelling to the US by bus or your own car. If you are planning to self drive to the US, be prepared to show an itinerary and / or hotel reservations. An applicant who was planning to drive the US was turned away because of missing hotel info etc.
So one can just show hotel bookings? Interesting loophole right there - one can book a premium hotel booking with no cancelation fees until the day or previous day.

They may ask you to self declare that you are driving to the US by your own transport. I don't know if there is a standard format / form for that declaration. Also, I don't know what can one do to prove that they are staying with family or friends while in the US.

I don't think I'd call it a loophole. They're accepting what you present as reasonable evidence.
Keep in mind, it's not like you get the passport for free, or that lining up to get it faster is fun, either. Basic test is 'we presume you actually need it if you go to all that trouble.'
What they're mostly trying to do is keep (most) people out of the 'urgent in person' line who don't have any real reason to do so. Will it capture all of them? Probably not. It still works if it gets most of them out.
(I say this with full criticism of how bad the current timelines and - even more critical - impossiblity of getting 'live' informaiton on where an application is and when it will be ready. I'd have gone the mail route if I'd known it would be done in six weeks. Not having any visibility, didn't have any choice but to go in person at dawn.)
To qualify for urgent passport , do I need booked paid tickets ? Because it says on their website do not finalize any travel plans until you get your passport . What if we don’t get the passport in time I don’t wanna lose my ticket and money . Thanks
They check that you have something that appears to be solid. They do not interrogate in detail. Fully paid but refundable tickets will certainly pass muster, as would in many cases eg reservations paid for at a hotel.
No, I can't say exactly what will be accepted, but there are lots of posts here on exactly what has been accepted (keep in mind no guarantee that what worked for someone else will work, just strong suggestion it should).
Also if you look there are time periods in which it works without much difficulty- eg travel within 25 biz days, they'll still do the passport in about 10 biz days. So you can have some buffer.

I submitted my passport application for express pickup and I got a receipt to pick it up in one week. Did a leg work of standing in queue at 3am.
I had notarized the guarantor since I did not know anyone, so I had to provide 4 references.
they called everyone to confirm the relationship with me. 3 of my friends received the call, one couldn’t as he was busy and missed the call.
Will this be an issue? Will my passport be denied
concerned at this point

You would have received some communication if they wanted another reference AFAIK. If 3 references checked out, you might be okay here.
Came today to pickup and they said there is hold on the passport cos one of the references did not pick up the call.
such a lame excuse
No notifications from them
in queue again to speak to the agent
will post soon what they say
The hold was because of one reference.
Luckily agent said I can call right away and they made the call to my friend.
Got the issue resolved.

Apparently passports are printed in the same location and not just Ottawa
i used to work at the airport . Numerous times I’d have passengers come and request proof of travel for a passport application. I’d just pump out a copy of their itinerary, and they’d take that . Over the course of 25 plus years , I never had anyone return and say that wasn’t good enough proof.
Some airline have a book & hold for a few bucks online . Book the reservation, and hold for ticketing for a couple days.
