My RTD Expires next February.I am wondering how soon I can renew it

Yes, Canuck78 is right. You can't renew an RTD, you simply apply for a new one. I am not sure how soon you can ask for a new one but if you do ask for a new one then don't forget to send the valid one you have with your application. it says to send ANY VALID passport or RTD you have.

This is correct, regardless of what you have, even if its a foregin travel document / passport, they require you sending it or they'll hold your RTD until you do so.

You can apply for a new one 12 months before the expiry of the one you have. Check section J on the application form.
