Returned in Canada spousal application

Everyone,

I am looking for a genuine help to resolve this please.

I've submitted an application for PR on Oct 6,2020 for my wife who is living in Canada . They send us the last update with the Temporary Application Number in Dec/2020. Since then we didn't receive any updates from them. We did try to contact the IRCC many times (Through Web forms & Phone calls) but unfortunately we didn't get any response due to Covid-19. When I talked to them today they told me that they sent back the file on Feb 28,2021 to my Old Address. I've already moved out from the old address in Jan 15,2021. It's been almost 1.5 yrs now. I am pretty sure that I won't be able to recover my file from the old address now. They asked me to resubmit a New file.
My wife is on her valid work permit which has already been renewed one time. We have been just keep waiting to hear back anything from the IRCC and after waiting for about 19 months (After Oct 6,2020) they told us about the file which we can't even recover which is completely shocking and strange for us.

Looking forward for any help, suggestions or advise would be greatly appreciated.

I'm afraid there is no good response to this. It's terrible, but you will just have to re-apply.

The unfortunate aspect is that since you didn't get the response, you don't know what you did wrong.

This is one of the worst aspects of how IRCC handles these, that it can be so difficult to even get confirmation that they have sent it back.

I would have had suggestions for how you can check but none are infallible. Applicants have to follow especially the AOR stage, and bio/medical requests - temporary file number is not AOR.

Did you update your address with the IRCC in 2021 when you moved? If didn't it's your responsibility and they are not responsible. You got the best advice which is to submit a new application. Not sure what other advice you need?

Unfortunately you have no choice but to reapply and submit a new application since the first application was returned.

That's what we always do when we moved. Mail forwarding for at least 6 months.

Unfortunately with Mail Forwarding, they dont forward parcels and i assume complete application package was sent back via xpresspost. It happened to me before with CRA, i called Canada post and Agent confirmed if it comes as parcel, xpresspost or regular or from Government office, they dont forward to your new address. Best option was to update address through online IRCC portal or webform as soon as you sign new lease..

Unfortunately what's done is done. You need to submit a new application.

I have never had that problem..but then I always use P.O. Boxes so not sure if that makes a difference. Good to know in case I ever give up my box. Thanks!

An application that is being returned as "incomplete" is not put into the system the same way they would if you had received AOR. So very unlikely.

In our case they sent our application back with pointing out our mistakes (about 7 mistakes) they underline with a blue pointer
