Email the Scarborough office directly. Ask them how it is fair that you don’t have citizenship yet when other people who applied long after you are getting citizenship from other offices. Write the email in a way that will either provoke them or make them feel bad for you, not just a neutral email that they can easily ignore. Ask them to maybe send your file to another office if they can’t process it in a timely manner.

I wrote to Scarborough office too. Standard reply from them. They are not helpful at all. Not sure if we can ask them to transfer the file.

You shouldnt just simply write or in the way of demanding. To cool their ego and power of their position, you need to add words please, request, help etc to make them move from one desk to the other to fetch the paper file for review.
I too emailed first ordinarily asking them to review my file but didnt work. Then second time it worked. But dont mail continuously. Just leave a month gap and email them again.
But they asked for passport pages 2 months ago hence surely the file is moving. it will be another few months possible.

Yup have used the buzz words such as please and request. File seems to be moving? Not sure about that. Single applicant with a straightforward file. My friend who applied in December 2021 had his oath in April 2022. There is a long wait for almost everything here.

Emotional responses are not going to be helpful. It's not like they're under a contractual obligation to respond to each mail or email they receive. As soon as the email goes off the rails, they'll just ignore and move on to the next one.

We all understand it's unfair for some people to wait this long. But bureaucracy specifically dismisses emotional pleas. That's why they don't take question formats even in ATIPs - only requests for facts, documents and the like. I don't think we can expect IRCC to engage with a communication like this. Also, they know full well asking them to transfer the file to another office is an empty threat as much as you do and even if they take it seriously, the person that looks at it likely has no authority or intention to transfer the file. You have to write where you present your case in a detailed but calm manner hoping someone will look at it and respond. Mandamus etc. is another approach.

But either ways, the goal should be getting the application processed, not asking for justice from an IRCC agent who barely has any vantage point/control over the broader inefficiencies of the system.
