Submitted yesterday, already had biometrics and medical(upfront, not needed but did it anyway)
used IRCC portal and applied from USA

Following is the timeline for my mother's application:

Application Submission: Apr 29
Confirmation of Application submission: Apr 30
Biometrics Collection Letter: Apr 30
Biometrics appointment: May 5
Biometrics validity letter: May 12
Original Passport Request (Visa approval): May 12

She has a valid US visa and has been to the US and Canada in the last 5 years so maybe that helped accelerate the visa processing in her case.

I guess eligibility review starts from the date when your biometrics number gets connected to your application, so I am guessing it would have started from May 5th.

I re-apply on GCkey on may 9
Biometrics completed on march 4 (with my first application on IRCC portal on march 1st, but no update until today with my second application)
Eligibility start on may 10
Received BVL today may 13 (4 hours ago)
Still waiting for the PRL (the site is in maintenance now)
I hope it means I will receive the PRL soon, as for many people they got BVL and PRL the same day

No, in the IRCC portal it does not change

Bvl & Ppr 12 may
Eligibility & background still shows in processing
