Spouse open work permit and sponsorship QUESTION.

Hello everyone, I am a Canadian citizen and soon I will start the sponsorship for my spouse to come live in Canada.
I have read that she could also apply for spousal open work permit at the same time but only if she lives in Canada.
She is outside Canada and I would like to know if she could still apply for open work permit at the same time that we are applying for spouse sponsorship.
Any help would be greatly appreciated!

Short answer is no.

She cannot apply for an open work permit from outside of Canada and will not qualify for an open work permit if you sponsor her through the outland spousal sponsorship process.

The only option that gives her access to an open work permit is as follows: (1) She travels to Canada; (2) Once both of you are in Canada, you submit an inland application to sponsor her for PR.

Thank you for anwering. So the only way would be that she would come with a tourist visa while the sponsorship is being processed and then once she is in Canada she could apply for spousal open work permit?
