Hello

I am interesting whether it's a legit option to immigrate to Canada via one of PNPs?
Here's details of this option - a person is working in IT in his home country and goes to Canada, Manitoba for example. Person has visitor visa and work permit. And a person wants to apply to MPNP using work stream - after 6 months of work on local employer.
But a person, for some reason (cannot find local job for example), registers an IT consulting company in Manitoba with only one employee - himself and works/provides services for his current employers from his home country. Doing this, after 6 months, is the person eligible to apply to MPNP with a work connection in Manitoba?

No. Read the Manitoba PNP requirements. There are several reasons why not but one is that person would be considered self employed and needs to prove employer-employee relationship. Also need one year of experience.

Is it eligible to apply for MPNP or SNMP with one year of experience of work for this employer's office in Toronto? So it could be stated as a remote work in Manitoba/Saskatchewan for a Toronto based employer.

No, not eligible. See website, “Your employer must be incorporated or registered by or under an act of the legislature of a province or the Parliament of Canada and operating as a business that has an established production capability, plant or place of business in Manitoba.” Remote work is not a place of business. Same with SINP. OINP is the program.

But as I see this quote applies for just obtaining a Work Permit, am I wrong?
What if I already got a work permit, for example via CUAET program it's not dependent on provinces as with this WP a person is eligible to work anywhere in Canada.

The quote is from qualifying employment under Manitoba Skilled Worker in Manitoba. With CUAET, you can work anywhere you want. Move to Manitoba and work.

Sure, but the main question is how to immigrate having this type of work permit?
I'm considering an option when I wont be able to find a local job with all the requirements to apply for a PR, so I'm thinking about plan B where I will work in one or another way for my current employer. In once case I wanted to create a company and hire myself, in another option I wanted to remotely work for Toronto office of my current employer.

You need to research PNP programs. Creating a company may not lead to PR unless you go through entrepreneurship streams with capital, hiring staff, prove economic benefits. Remote work counts for Express Entry so need look at eligibility. Research Saskatchewan as they select NOCs with a certain score. They just had a draw for only Ukrainian citizens to guarantee PR.

Sounds fraudulent to me.

You're basically creating an illegitimate business that provides no economic benefit to Manitoba (contrary to the spirit of PNP programs) and trying to nominate yourself under MPNP for PR - but to be an eligible employer under MPNP you need to be established for 3+ years and satisfy a whole bunch of other authenticity requirements.

I feel pretty dirty replying to this post so I'll bite my lip and say no more - seems dodgy.
