Would I have any problems if I applied for an SPE?

If my study permit is for a program that is 1 year in length,
but I then switch to another program at another institution BEFORE I complete my initial program,
would I face any issues with a SPE
(assuming I provide both LoE and LoA with my SPE application, and everything else is in order)?

So you studied at the school on your study permit for at least a semester, and then Switched DLI? Then it is possible.

what if I switched DLI without ever having studied at the school on my study permit?

let me elaborate a bit:
my plan is to apply for a Masters/PGD that is related to what I studied in my undergrad, AND simultaneously apply for Ontario High School Diploma/Advanced Diploma.
then use my Masters/PGD for my visa application, but after arriving to Canada I'd switch to the DLI where I want to study my Diploma/Advanced Diploma.
i.e. there would be no "study gap" while I switch DLI.

That fine as long as you complete at least one full semester with your original program / school (i.e. with the Masters / PGD).

You need a new study permit if you never studied at the school listed on your study permit. Complete a semester or a year and then switch DLI.

You can't switch DLIs without ever studying at the first school. If you want to switch without every studying at the first school, you need to apply for a brand new study permit and wait for that brand new study permit to be approved before you can start your studies at the new school.

The only way to "switch" without applying for a brand new study permit is to complete at least one semester of studies with your original school.

Too many students in the past did what you want to do (i.e. obtained a study permit based one school/program and then immediately switched programs after arriving in Canada). IRCC got fed up with students obtaining study permits on false grounds and put a stop to this last year by changing the rules. This is why you need a brand new study permit if you want to switch program immediately.

ah okay...but this makes me wonder:
is there a possibility that my SPE would get rejected if I switched from a Master/Postgrad Diploma-tier program to a "regular" Diploma-tier program, on top of changing my DLI AND changing to a program with a longer duration?
(once again, assuming my SPE application is a-okay, and I have provided either the LoA, LoE, or both, with my application)?

Are you asking about switching immediately or after you have completed one full semester of studies with the original school?

The only way to "switch" without applying for a brand new study permit is to complete at least one semester of studies with your original school.
If someone goes with this route, do they still have to notify IRCC about change of college/uni?
