I'm trying to evaluate my chances for express entry, and have a question regarding profession:

I have work experience as an "algorithms engineer". While in practice it meant developing and writing a computer code - this profession isn't explicitly listed in NOC tables.
How the decision is made whether it fits a specific NOC code?

Same regarding the education - I have a BSc in electronics engineering and an MSc in electro-optical engineering which isn't explicitly listed.
For example under NOC 2147 It says: "Computer engineers require a bachelor's degree in computer engineering, electrical or electronics engineering, engineering physics or computer science." "A master's or doctoral degree in a related engineering discipline may be required."

Is there some proceduce which evaluates whether my profession meets the NOC code requirements?

You match your job responsibilities to the NOC, not title. Education posted in the NOC is not an issue.
