In August they requested to a generic application form (imm0008) and In February they requested for a police clearance certificate from Kuwait because i worked in Kuwait for 2years. I contacted Kuwait embassy to help me get it but they told me since i no longer have Kuwait ID i can’t get and they wrote a letter for me to send to IRCC which i did plus a document explaining the steps i took trying to obtain the PCC.

As I guessed you've been stocked in security check and as you can't provide PCC they are trying to find the information through other ways, unfortunately most of time this kind of procedures are time consuming, try to call them and send webforms again.
