Study in Quebec: Will authorities check the Quebec required financial documents or the Federal ones?

Hi!

I noticed that when you apply for the CAQ, they require certain documents for the proof of financial capacity. Among these documents, a bank letter is mentioned.

You must submit a copy of one or more of the following documents proving your financial capacity to pay all the costs associated with studying in Québec:

Recent proof of funds transfer
It can also be proof of your assets and other sources of income.

Recent authorization for funds transfer from the currency exchange control office of your country of origin or residence
This proof is accepted if your country limits the outflow of funds.

Recent official confirmation of the award of scholarships or bursaries
It must indicate the monthly and annual amounts to be received.

Pay slips
They must be recent.

Bank letter(s)
The bank letter(s) must indicate your current balance. You can use this bank letter (PDF 36 Kb) as a template.

Your most recent income tax notice of assessment
It must specify your annual income.

Bank statement for the last three months
It must show current balance indicating the name of the account holder and indicate the current balance of your account.

Up-to-date bank book
You must also provide proof of ownership of the book.
However, if you apply for a Study Permit, they require documents where the Bank Letter is not mentioned.

What caught my attention is the following paragraph on the CAQ website

You must also use the Arrima platform to send your proof of financial capacity if you live in one of the following countries:

  • Austria
  • Canada
  • United States
  • France
  • Greenland
  • Hong Kong
  • Reunion Island
  • Monaco
  • Mexico
  • Saint-Pierre-et-Miquelon
If you live in any other country, you must present your proof of financial capacity to the Canadian visa office, which will process your study permit application.

The federal authorities will assess your financial capacity according to the criteria of the Gouvernement du Québec before issuing you the study permit.
Does it mean that I need to stick with what the CAQ website mentions and hence I can use a Bank letter when I apply for the Study Permit? Which is not mentioned in the Study Permit financial documents?

A bank letter is a letter from the bank to confirm that the person has an account in their bank. So for study permit (even for the CAQ) , in addition to a bank letter, include a six-month bank statement. A bank letter alone would not suffice.

Hmm I don't think so. The bank statements are mentioned in a separate paragraph. If they wanted, they would have mention Bank Letter + Bank Statement.

Also Bank Letters mention the balance of the customer, not only that the customer is a customer at the bank.

I'm asking as I have father Bank Letter and Mother Bank Statements and want to apply for my sister's SP.

I'm not also sure if showing the financial docs of mother + father is a good thing or they want only 1?

I mentioned in the financial letter that the parent (father and mother) will be fully responsible of her expenses.

So Q is:

1) Is Bank letter okay considering the CAQ mentions.
2) Is showing proof of financial capacity for both mother and father okay or a weak point?

1. I'm have no idea about the CAQ, so if you're sure about the bank letter then proceed with it. But as a general rule for study permit (even if they don't mention it), you should always accompany a bank letter with a statement. But for CAQ, I'm not sure.

2. It's okay to show your parents' funds. I personally showed my parents' bank accounts as a proof and also got an affidavit from them.
