I think their intention is to make EE draws general, no longer differentiating FSW and CEC.

And CEC apps will be able to go through the new pathways.

But under this situation, where
1. IRCC have huge backlog
2. Huge number of FSW applicants are waiting to be invited outland.
3. The quotas of 2022 and 2023 have been cut out significantly.
I don't think they will set a very low bar to give everyone inland a PR.

460 looks like a suitable threshold.
Applicants are of good quality, and the total number is kind of limited therefore will not overwhelm the system.
It could be 450. But I don't think they will allow ppl with CRS of 400 to be eligible for the new pathways like what they did last year.
Overall, there will a discount for inland applicants, but a discount doesn't mean it is free. And under the situation mentioned above, the discount won't be big.

The intention is never to allow everyone who studied here to become a PR without other requirements.
Canada accepts more than 400K international student each year. How is that possible they are all given PR?
Even 10% of that is too big. So the bar must be much higher than having a degree and 1 year work experience in Canada.
Of course Canada accepted 400K International students but not all are in DLIs. Some are in secondary and high schools too. Even some in DLIs don’t intend to be PR. Any assumption should be benchmarked on the current size of the EE pool. As it stands currently a CRS of 460 seems like a competitive score. Could receive ITA later in general draws one they start. But since CEC will be separated from FSW through the new pathway then a CEC candidate with a 460 score stands a very good chance even a 430 - 440 score would be ok. The quota for 2022 is already full there is space for 2023 so it be better to plan around this time if your score is below 460.

No one can answer that question. It depends when / if they restart CEC or general draws.

There hasn't been a CEC specific draw since September last year and there hasn't been a general draw for over a year.

I would focus on applying for PR through PNP rather than getting anxious for a CEC draw every two weeks.

I am also applying for PNP but I have to wait for an expression of interest before I can even move ahead so I can still pursue CEC or its alternative if/when it opens up in parallel because it is (supposedly) much quicker and if by luck it opens in the next 2-3 months that would still be before I can get any nomination so I can still switch over.

Due to the fact that Cec draws paused since September,2021, many of us has expired post graduate work permit(PGWP) or will expire soon. Enough is enough. We need to act now for an extension and resuming CEC draws otherwise we have to leave from Canada. Please come and join below link to discuss about Toronto protest.
