I think their intention is to make EE draws general, no longer differentiating FSW and CEC.
And CEC apps will be able to go through the new pathways.
But under this situation, where
1. IRCC have huge backlog
2. Huge number of FSW applicants are waiting to be invited outland.
3. The quotas of 2022 and 2023 have been cut out significantly.
I don't think they will set a very low bar to give everyone inland a PR.
460 looks like a suitable threshold.
Applicants are of good quality, and the total number is kind of limited therefore will not overwhelm the system.
It could be 450. But I don't think they will allow ppl with CRS of 400 to be eligible for the new pathways like what they did last year.
Overall, there will a discount for inland applicants, but a discount doesn't mean it is free. And under the situation mentioned above, the discount won't be big.
The intention is never to allow everyone who studied here to become a PR without other requirements.
Canada accepts more than 400K international student each year. How is that possible they are all given PR?
Even 10% of that is too big. So the bar must be much higher than having a degree and 1 year work experience in Canada.
