When is your present TRV expiring? If it expires after December don't bother to apply a new one at the moment.

To answer your question you can apply for a TRV any time after you receive an approval letter of your work permit from IRCC. But i've seen many applicants' TRV applications delayed because they applied when their present TRV is still valid.
Long story short - apply only when your TRV has expired. If not, you can continue to use until it's expiry regardless of the type of TRV (visitor or student).

Yes, you can continue working. But from my own experience: applying for new jobs, provincial health insurance, driver's license is a nightmare when your application is still under processing with IRCC.
It is true my PGW expired in Nov since then I don't have provincial health I can't apply for my license exam I can't apply for new jobs. And I am still waiting for my decision since October. No clue what happens If medical emergency happens. Do we end up paying thousands of dollars here..? With debt for rest of the life...? I am not sure.

Additional concern:

I have been trying to apply online for a TRV but when I reached the end, it kept on giving me the form TRV (from outside canada), I need the form (from inside canada). Can someone help, maybe I am doing something wrong through those questions.

I am in the same situation, however I got visitor health insurance just in case of emergency, but the issue is that I am paying $200/month for my wife and myself insurance just because of delays in processing applications, and this is not fair. Now, I am paying taxes for public health and on the other side, I can not use health services, so I should pay money out of pocket for health insurance. This really hurts me.

This is normal. Everyone gets the form that is written as from outside Canada even if they are inside Canada. I think IRCC website also says this is normal.

No, I mean has your previously issued TRV (it can be student, worker, or visitor) expired? If it has expired and if you apply for a new one, your new TRV would be valid for 10 years or until the expiry date of your passport, whichever is earlier.

When did you apply for the visa...? Is it for PGWP.?
