Came to Canada in Jan 2021. Studied and worked part-time until May 2021. Stopped studying in May 2021 and still in Canada.
Study permit is still valid until 31 December 2022.

Can I join a new course on my current study permit?

There is a good chance your study permit was cancelled when you stopped attending school. You may be in Canada without status. What have you been doing since May 2021? Y

Study permit has most likely been canceled and you are most likely in Canada now without status.

My employer gave me LMIA. I was waiting for LMIA approval and applied for Work permit in October 2021 and received refusal for it yesterday

Who canceled it? I did not get email or mail or no on e contacted me
You don't get an email. If you are not studying, the school is required to contact IRCC so your study permit is most likely cancelled. You will need a new study permit or LMIA/work permit. Make sure you change your status to a visitor.

My employer gave me LMIA. I was waiting for LMIA approval and applied for Work permit in October 2021 and received refusal for it yesterday.

Refusal reason for LMIA work permit as below:

Persons wishing to obtain or extend a work permit in Canada must satisfy an Officer that they:
• have complied with all conditions imposed on their entry;
• will leave Canada by the end of the period authorized for their stay;
• are not in a category of persons inadmissible to Canada under the Immigration and Refugee Protection Act; and
• are able to perform the duties and otherwise meet the requirements of the job.
Based on careful review of the information and documentation supporting your application, I am not satisfied that you meet the requirements of the Immigration and Refugee Protection Act and Regulations.

PLEASE NOTE: As per R222(1)(a), your status in Canada is valid until the expiry date listed on your document or 90 days after the day on which the permit holder completes their studies, whichever comes first.

Can I apply for Work Permit Again?

IRCC would have canceled it. You wouldn't have been notified.

Schools are required to report students who drop out of their programs to IRCC. IRCC then cancels the study permit because the student is no longer engaged in full time studies in Canada.

You can only apply if you can show compliance with the reasons for refusal.

If you haven't been studying since May 2021, what is your status in Canada? What have you been doing for the past 10 months? Assume you are in Canada without status (illegal) if you didn't change status to visitor. What is the job/NOC? What did you show that you can do the job - employment letters, pay stubs.

What was the reason given by IRCC why the work permit was refused?

When I was student I worked 20 hours a week for this same employer. Because he liked my work he gave me LMIA after I told him I stopped studying. I did not work illegally after May 2021. I stopped study and work and waiting for LMIA approval.
