Because you can't fulfil #2, how are you now showing #1. Your family isn't coming so you are showing that you have the funds for attendance at the workshop. Paying workshop fees show that you are a genuine and coming to attend the workshop.

What is accommodation certificate? If you mean booking, yes.

This is NOT true. OP is an adult. He cannot apply for citizenship just because his parents are PR/citizen. (only if he was born after his parent became citizen, then he can inherit citizenship from them.
