Try to read everything on how to migrate to Canada as a tourist; once here, you can look for a work permit in this field. (probably through LMIA), after working sometime, and if this program opens in 2025, you will be eligible to apply if you have an English test approved by the program and at least one year of post-secondary education and all the other requirements. You have a long road ahead, but you are very young, so with a diligent plan, you can make it. Good Luck and study a lot on how to migrate to Canada because there are many options.
