Hello ,
I applied supervisa for my father last year , today it got refused it says;-

LICO does not meet PG-1 requirements

My income was $35000 .
does my spouse count in lico as I didn’t sponser her ?

Yes they are still your spouse. Look up LICO. You would struggle to support a parent with only 35k? How would you pay supervisa insurance of 1-2k every year on top of additional expenses like housing, food, sponsorship of a spouse, routine healthcare, etc. Makes much more sense to sponsor your spouse first and have a second income before applying for a supervisa so at least you have some additional funds to absorb all these additional expenses associated with parents visiting for long periods of time.
