Question about immigration laws

Hi all! In short, I have been living in Iceland for 3 years already, recently my husband and I have started to get tired of the extreme inflation of rents (yes I know that in Quebec it is similar but not at all at the same level as in Iceland) and everything in general. For this reason we plan to move to Quebec in November 2023 except that it is quite difficult to find the right information at the level of immigration as it goes through the federal as well as the provincial.

So I was wondering, do you have to apply for permanent residence federally and then provincially? I found the federal website for this, but it's taking so long that I really don't want to fuck up the request. And then I read that it is possible to apply for a work permit to be able to work during the processes but does it xender have to be done before the sponsorship application? Or after?

To all those who have foreign partners living in Quebec, Can you tell me how you did it? Thank you so much in advance!
