Changes to list of training in January 2015

Hello!
I applied on February 2013 and at that time my education was giving me 16 points. Nobody contacted me for a long time. After the changes to the list of areas of training on January 2015, my education is giving me 6 points! They have calculated according the new rules and refused me on August this year. Has anyone experienced something like that? I think its so unfair... I payed all these processing fees 2 years ago, and my file is finally processed in 2015 when my eduacation is not giving me enough points any more...
Is there any point to try to apply for the administrative review?... Please share your experience if you have any! Thank you!

A lot of people are hurt by Quebec's retroactive application of new rules. At the very least, you should make yourself heard. Make a phone call, write a letter, do whatever it takes to get their attention. It will likely not help your cause, but it might make them not be so careless and inconsiderate in applying new rules.

Did you receive a FEVAL DU EVALUATION, this usually give a breakdown of your points and you will know for sure if you were marked down for you AoT. Because what you say is contrary to what consultants have said. that is, the BIQ will apply the AoT which is more favorable to the applicant. So for example like your case where it was higher in 2013, the BIQ would use the AoT of 2013 for you. Likewise, if you scored lesser for you AoT in 2013 but more in 2015, then the BIQ will use the AoT of 2015. Did you receive a FEVAL DU EVALUATION? what's your breakdown like? You can appeal, but usually to appeal successfully you will have have to submit proof of something that can give you points for them to reconsider - or indicate where they have totalled your points incorrectly.

If as you say they apply new rules I think you should appeal, that's really harsh and unfair.
