Can i submit my passport for WP visa stamping in canada(other country) but have applied from different country .

Hi ,

I have canada visitor visa and currently in india , i also have applied my WP visa from india which is in progress now . I plan to travel in visitor visa shortly , So Can i submit my passport in canada directly once i get Passport request letter from IRCC ? Please clarify. Appreciate your response .
