Ontario is Canada's most popular landing destination for immigrants from around the world.

As Canada’s most populous province, nearly 40 percent of Canadians call Ontario home. Ontario is also home to Canada’s capital city, Ottawa, and its largest city, Toronto. Ontario is by far the leading destination for newcomers to Canada. The province welcomes one-third of all newcomers each year. People chose to land in Ontario because of its job opportunities, high income, and diverse population. More than half of those living in Toronto were born outside of Canada.

Ontario’s Provincial Nominee Program (PNP) is called the Ontario Immigrant Nominee Program (OINP).

Through this program, prospective immigrants with the skills and experience targeted by the province may receive a provincial nomination from Ontario, after which they can apply for Canadian permanent residence with Immigration, Refugees and Citizenship Canada (IRCC).

Overview of the Ontario PNP

The Ontario PNP, officially the Ontario Immigrant Nominee Program (OINP), launched in 2007.

The main objectives of the OINP are to respond to skill shortages in targeted areas, make it easier to invest in Ontario and make sure newcomers can settle and integrate well in the province.

When it first started, the Ontario PNP was only allowed to nominate up to 1,000 newcomers. Today, Ontario nominates some 15,000+ newcomers per year.

Some Ontario immigration streams are base streams and others are enhanced streams.

Enhanced streams are those that are aligned with the Express Entry system. This is the federal immigration system that Canada uses to manage permanent residence applications through the country’s three main economic class immigration programs.

Through this system, a candidate is given a point score based on the Comprehensive Ranking System (CRS). The highest-ranking candidates are then invited to apply for permanent residence.

Those with a nomination from a provincial program that is enhanced get an extra 600 points, effectively guaranteeing getting an Invitation to Apply (ITA) for permanent residence. They also get their nomination through their Express Entry profile.

Base streams are streams that are not aligned with the Express Entry systems. Candidates who get a provincial nomination are required to apply directly to IRCC.

Ontario Immigration Streams

If you wish to immigrate to Ontario, then you have three categories of immigration streams to choose from:

Ontario’s Express Entry streams are for skilled workers, French-speaking skilled workers, and tradespersons. These streams operate through Canada’s federal Express Entry system. Only candidates with a valid Express Entry profile are eligible to receive a Notification of Interest (NOI) from the OINP through these streams.

Masters and PhD Graduate streams are for international graduates from an Ontario university with a masters or PhD degree. No job offer is required to apply through this category.

Lastly, job offer streams are for candidates who have an eligible job offer in Ontario from an employer who is willing to nominate them.

  • Must have legally lived in Ontario for at least one year in the past two years, and intend to continue living in the province.
  • Candidates do not qualify for this stream if they are living in any province or territory in Canada, other than Ontario.

Common additional eligibility criteria

The following additional eligibility criteria is present for most streams of the OINP. These criteria below are fully explained in this section and are referenced multiple times as criteria for different streams.

Valid licensing and certification (if applicable)

If a candidate’s work experience is in a compulsory trade, (even if this only part of the work experience, and a candidate no longer works in this role), they must prove that they held, (and/or are currently holding) a valid authorization or license from a recognized Ontario regulatory body.

Current residence and legal status in Ontario

If you are applying from within Canada, you must hold a valid status (such as a visitor record, study permit, or work permit) at the time of your application and maintain this status until you receive a nomination. Some streams are open to eligible candidates both inside and outside of Canada.

You may also apply if you are in ‘maintained status’ when submitting your OINP application. ‘Maintained status’ occurs when you have submitted a request to Immigration, Refugees and Citizenship Canada (IRCC) to renew or extend your temporary status document (like a visitor record, work permit, or study permit) before its expiration. This status allows you to stay in Canada and continue working or studying under the same conditions as your existing permit until a decision is made on your pending IRCC application.

Intention to live in Ontario

Candidates in this stream must plan to live in Ontario after being granted permanent residence. This intention is determined by evaluating their connections to Ontario, which may include:

  • Working or having worked in Ontario;
  • Receiving job offers or applying/interviewing for jobs;
  • Studying;
  • Volunteering;
  • Leasing or owning property;
  • Visiting; and/or
  • Having professional networks, affiliations, family ties, and personal relationships.

Settlement funds

Candidates must have sufficient funds to support themselves and their dependent family members when settling in Canada.

A family member includes a spouse, common-law partner, and children under the age of 22, as well as their children.

Candidates can meet this requirement through one or a combination of the following:

  • Funds demonstrated by the balance shown in bank statements or statements of accounts showing other investments, such as non-locked-in fixed-term deposits, mutual funds, etc.;
  • Annual earnings from ongoing employment in Ontario; and/or
  • A job offer in Ontario.

Note the following definitions of work under the OINP:

Language test

To prove their proficiency in English and/or French, candidates must take a langauge test from an authorized testing agency. The test date must be within two years prior to the application submission date.

For English tests, the following are accepted:

  • International English Language Testing System (IELTS) — only the General Training test is accepted; the IELTS One Skill Retake test is not accepted.
  • Canadian English Language Proficiency Index Program (CELPIP) — only the General test is accepted.
  • Pearson Test of English (PTE) Core — only the PTE Core test is accepted; the PTE Academic test is not accepted.

For French tests, the following are accepted:

  • Test d’évaluation de français pour le Canada (TEF)
  • Test de connaissance du français pour le Canada (TCF Canada)

Express Entry Human Capital Priorities Stream

OINP’s Express Entry aligned Human Capital Priorities stream is designed to give foreign workers with eligible work experience, language abilities, and education, a pathway to live and work permanently in Ontario.

Candidates within this stream must have a valid profile in IRCC’s federal Express Entry candidate pool and receive a Notification of Interest (NOI) from the OINP, before they can apply online to be nominated for permanent residence (PR) by the province.

    If you receive a nomination through Ontario Express Entry, you will be notified. It will then be up to you, the candidate, to accept or refuse the nomination. Accepting the nomination awards you with an extra 600 CRS points. This means that you will receive an Invitation to Apply (ITA) in the next all-program Express Entry draw.

    Minimum Requirements:

    The following are the minimum requirements needed to be eligible through one of the streams under the Human Capital Category:

    • Must have enough money to support yourself and your family.
    • Must intend to live in Ontario
    • Must meet the additional requirements for the stream you are applying for, set out below:

    Candidates in the Human Capital Priorities stream can choose to have their work experience assessed against criteria of the FSWP, or the CEC program (both under the federal Express Entry system).

    While the two programs feature slightly different work experience criteria under both candidates must:

    • Obtain work experience only after receiving a license or other authorization to perform their job in Ontario (if needed). Work experience obtained before proper licensing or authorization will not be considered eligible under this stream.

    • Valid licensing (if needed for work experience);
    • Sufficient settlement funds relevant to their situations;
    • Intention to live in Ontario; and
    • Legal status in Canada (if applying from within the country).

    Express Entry French-Speaking Skilled Worker Stream

    OINP’s French-Speaking Skilled Worker stream is for skilled workers who have proficiency in both English and French. To be considered under this stream, candidates must have already registered with the OINP’s Expression of Interest system.

    Candidates within this stream must have a valid profile in IRCC’s federal Express Entry candidate pool and receive a Notification of Interest (NOI) from the OINP, before they can apply online to be nominated for permanent residence (PR) by the province.

      If you receive a nomination through Ontario Express Entry, you will be notified. It will then be up to you, the candidate, to accept or refuse the nomination. Accepting the nomination awards you with an extra 600 CRS points. This means that you will receive an Invitation to Apply (ITA) in the next all-program Express Entry draw.

      The Skilled Trades stream is for skilled newcomers with professional experience in an eligible skilled trade. To be considered under this stream, candidates must have already registered with the OINP’s Expression of Interest system.

      Candidates within this stream must have a valid profile in IRCC’s federal Express Entry candidate pool and receive a Notification of Interest (NOI) from the OINP, before they can apply online to be nominated for permanent residence (PR) by the province.

        If you receive a nomination through Ontario Express Entry, you will be notified. It will then be up to you, the candidate, to accept or refuse the nomination.         • Intend to settle in Ontario if they receive permanent status.

        Masters and PhD streams

        The following programs are not aligned with Express Entry. An applicant must create a profile and register an expression of interest (EOI) to be nominated for permanent residence (PR) by the OINP:

        Masters stream

        The Masters Graduate stream is designed to give international students who have earned a masters degree in Ontario the opportunity to be nominated for permanent residence.

        Under this stream, candidates must first register in the OINP’s Expression of Interest system before they can apply online to be nominated by the Ontario government.

        These streams offer paths to permanent residency for those who have an eligible job offer in the province of Ontario. Each stream has it’s own additional requirements as well.

        All Employer: Job Offer streams under the OINP require:

        • That job offers are made for full-time and permanent positions;
        • That the job offer is in an occupation eligible under each stream’s requirements;
        • That the job detailed in the job offer is urgently necessary to an employer’s business. This means the job offered must align with the employer’s existing business, and the position hired for must be urgently filled to maintain or grow business activities; and
        • That work detailed in the job offer is based in Ontario.

        How it works:

        You are first required to create a profile on the OINP e-Filing Portal, and register your Expression of Interest (EOI).

        Ontario regularly holds provincial draws to invite the highest-ranking candidates in the pool. If you are invited, you will receive a notification in the portal and you will have to submit your application within 14 calendar days.

        The Employer job offer: Foreign Worker stream provides a pathway for foreign workers (both in and outside of Canada) to settle permanently in Ontario. To be considered under this stream, candidates must have already registered with the OINP’s Expression of Interest system.

        Frequently Asked Questions

        Ontario’s Human Capital Category does not require a job offer. This includes the following streams:

        • Human Capital Priorities Stream
        • French-Speaking Skilled Worker Stream
        • Skilled Trades Stream
        • Master’s Graduate Stream
        • PhD Graduate Stream.

        However, Ontario’s Employer Job Offer Category is for candidates who have an eligible job offer in Ontario from an employer who is willing to nominate them.

        For the Human Capital Category (except the Masters Graduate Stream and the PhD Graduate Stream), you are required to register for a ONe-key account on the Ontario Immigrant Nominee Program (OINP) website.

        Create a profile, start your application on the website and upload the required documents. If you’re successful, you’ll receive a Nomination Approval Letter, a work permit support letter and a nomination certificate by email.

        You’ll then have to submit an application to Immigration Refugees and Citizenship Canada (IRCC) within six months and include your letter and certificate.

        If you are an Express Entry candidate, you will also receive your nomination through the Express Entry system, receive additional points and an invitation to apply in a subsequent draw.

        For the Employer Job Offer Category, you must first create a profile on the OINP e-Filing Portal, and register your Expression of Interest (EOI).

        Ontario regularly holds provincial draws to invite the highest-ranking candidates in the pool. If you are invited, you will receive a notification in the portal and you will have to submit your application within 14 calendar days.

        As for the Business Category, however, you will have to submit an Expression of Interest first by contacting the OINP by email and asking for a registration form. Complete the form and email it back.

        You will be placed in a pool and will be ranked against other candidates. Ontario regularly holds draws where the highest-ranked candidates are invited to submit an application to the Entrepreneur Stream, through the OINP e-Filing Portal.

        You will also need to hire a qualified vendor to review your personal net worth and legal accumulation of funds.

        1. If you have a profile on the federal Express Entry system and are interested in immigrating to Ontario, you must first register on the Ontario Immigrant Nominee Program (OINP) website.
        2. You will have to create a new profile, and choose to apply through the stream you are eligible for.
        3. Next, upload your documents.
        4. If you are successful, you will receive a Nomination Approval Letter, a work permit support letter and a nomination certificate by email.
        5. You will also receive your nomination through the Express Entry system. Once you accept, you will receive an additional 600 points. This effectively guarantees that you will be invited to apply for permanent residence in a subsequent Express Entry draw.

        There are several streams to choose from when deciding to immigrate to Ontario through the Ontario Immigrant Nominee Program (OINP).

        It is unlikely that one person is eligible for all streams. For this reason, it is important to learn about the stream that you are eligible for. That will be the “easiest" stream for your particular situation.

        The OINP regularly posts and updates processing times and standards on their website. In addition, candidates can find the most up to date information by logging into their OINP account via the e-Filing portal.

        As of January 11th, the average processing times for OINP streams are:

        • Express Entry Human Capital Priorities stream: 60–90 days;
        • Express Entry Skilled Trades stream: 120 – 150 days;
        • Express Entry French-Speaking Skilled Worker: 90 – 120 days;
        • Masters Graduate stream: 30 – 60 days;
        • PhD Graduate stream: 30 – 60 days;
        • Employer Job Offer: Foreign Worker stream: 120 – 150 days;
        • Employer Job Offer: International Student stream: 90 – 120 days; and
        • Employer Job Offer: In-Demand Skills stream: 120 – 150 days.

        There are multiple ways to qualify to immigrate to Ontario through its PNP program. It is important to know the different immigration categories that you may be eligible for.

        Ontario’s Human Capital Category is for:

        • Skilled workers;
        • French-speaking skilled workers;
        • Tradespersons;
        • Master’s graduates; and
        • Ph.D. graduates.

        You don’t need a job offer to qualify for one of the Express Entry-aligned streams.

        If you do have a job offer from an employer willing to nominate you, then you may qualify through the Employer Job Offer Category. It doesn’t matter where you live at the time of application.

        For each of these options, it is important that you first check if you are eligible before taking any further steps.

        Streams under the province’s Employer Job Offer Category, as well as the Master’s Graduate and PhD Graduate streams, now operate with an Expression of Interest (EOI) system. This means that interested candidates can register their interest on the province’s website. You can do this at any time throughout the year, and your registration will remain valid for 12 months.

        The remaining streams under the Human Capital Category operate through the federal Express Entry system. All of these streams are currently open.
