Quebec held two large draws in January issuing invitations to 834 immigration candidates.

Quebec’s Immigration Ministry issued 512 invitations in a January 13 selection round for candidates who had submitted profiles in the Arrima Expression of Interest (EOI) system. 

Those who received invitations in that draw had to score a minimum of 602 in the EOI system out of a maximum of 1,320. They also had to work in one of the 21 occupations targeted in this draw, which included those in the technology, health care and education sectors.

Two weeks later, on 27 January, Quebec held its second draw of the year, this time inviting 322 candidates. Those selected in the draw had to have 647 points in the Arrima EOI system and have a qualified job offer outside the Montreal metropolitan area.

Candidates who receive an invitation from Quebec have 60 days to submit a complete application to the Quebec Regular Skilled Worker Program (RSWP).

About the Quebec EOI system

In order to immigrate to Quebec under the RSWP candidates must first submit an EOI through Arrima. 

Arrima is an online portal that was launched in 2018 to build and manage the pool of candidates applying to the RSWP.

Applicants create their EOI profile using the portal, then are placed in a pool of candidates and ranked against each other using a points system. Profiles in Arrima are valid for 12 months.

Quebec's Ministry of Immigration, Francization, and Integration (MIFI) searches the bank of profiles and issues invitations to apply for a Certificat de sélection du Québec (CSQ) periodically. The selections are based on a candidate's score and additional specified criteria that are informed by the province's labour market needs.

Skilled workers who wish to immigrate to Quebec must first obtain a CSQ from the province in order to apply for permanent residence from the Canadian federal government. At which point they are required to undergo a medical examination and a criminal admissibility check.
