The pilot project, announced this week, will expedite the process of employing foreign workers in Alberta and British Columbia's labour-strapped industries.
In order to hire foreign workers, employers must obtain a Labour Market Opinion (LMO), to attest that there will be no negative effect on the Canadian labour market as a result. The pilot project will drastically reduce the amount of time it takes for employers to obtain an LMO. Eligible employers in twelve identified occupations will now be able to obtain LMO's in three to five days – a significant reduction from current five month processing time.
Alberta and BC employers must meet certain requirements in terms of working conditions and prior efforts to recruit from within Canada to be eligible. They must be hiring for one of the following twelve specific occupations in the construction, hospitality, and tourism sectors, which are considered under pressure in both affected provinces.
The project is part of the $50.5 million that the 2007 federal budget set aside to improve the Temporary Foreign Worker Program over the next two years. The improvements include reducing processing delays and responding more effectively to regional labour shortages.
