The Government of Nova Scotia introduced a new federal Express Entry- ed stream August 2 that will target Express Entry candidates with work experience in specific occupations.

Its first draw on August 8 will target Express Entry candidates with work experience in National Occupational Classification (NOC) 4214 — Early childhood educators and assistants.

The Atlantic province of Nova Scotia says it will use the Nova Scotia Express Entry Labour Market Priorities stream to target Express Entry candidates who meet the province's labour market needs.

In order to eligible for the August 8 draw, Express Entry candidates must show proof of two years work experience as early childhood educators or assistants in Canada or overseas, among other requirements.

Those who receive a Letter of Interest from Nova Scotia can then apply for a nomination certificate from Nova Scotia.

Draw announcements from the Nova Scotia Office of Immigration (NSOI) will specify the required documents, so Express Entry candidates can prepare and submit a complete application as early as possible should they receive a Letter of Interest.

A Letter of Interest remains valid for a period of 30 calendar days, and the NSOI says that applications that are submitted without the required documents during that time period will result in a refusal.

A nomination certificate from Nova Scotia results in an additional 600 Comprehensive Ranking System (CRS) points.

In the announcement for the August 8 invitation round, Express Entry candidates who receive a Letter of Interest in the August 8 draw will be required to provide letters of reference attesting to their work experience. These letters must:

  • be written on company letterhead;
  • be signed by the responsible human resources officer, supervisor, or manager;
  • show company’s full address, telephone number, e-mail and website addresses and be stamped with the company’s official seal (if applicable); and
  • include all of the following information in one document: 
    • the specific period of the employment with the company
    • the positions held during the period of employment and time spent in each position
    • the main responsibilities and duties in each position
    • the annual salary plus benefits in each position
    • the number of hours worked per week in each position
    • proof that the work experience meets the lead statement and the majority (at least 51%) of the main duties as set out in NOC 2016.

A Letter of Interest will be issued in the candidate's Express Entry profile, so eligible candidates are encouraged to review their Express Entry profile for updates from the Nova Scotia on August 8.
