Fox proposes that Mexican workers be able to work in Canada temporarily, a solution that borrows its concept from Canada's Seasonal Agricultural Workers Program.

The Seasonal Agricultural Workers Program allows Canadian farmers to recruit foreign workers on a seasonal basis. Migrant farm workers are entitled to work in Canada for eight months of the year. President Fox sees this model working on a wider scale and proposes that Mexican guest workers stay and work in Canada for a similar period under similar restrictions.
