Employment and Social Development Canada has eliminated the Recruitment and Advertisement Exemption for international students who have graduated from recognized Canadian post-secondary institutions, and whose Post-Graduate Work Permits (PGWPs) are expiring.

Previously, Canadian employers could hire international graduates of recognized Canadian post-secondary institutions working in Canada on a PGWP without having to demonstrate that they have advertised and recruited within Canada first.

Employers who wish to hire individuals transitioning from PGWPs must now ensure that they meet all of the necessary program requirements. This applies to workers in both higher-skilled and lower-skilled occupations.
