Canada invited 635 Provincial Nominee Program (PNP) candidates to apply for permanent residence in Canada's latest Express Entry draw, held on September 1.
The PNP is an immigration program that allows Canadian provinces to select and nominate candidates for permanent residence. Candidates needed to score at least 764 according to the Comprehensive Ranking System (CRS) in order to receive an Invitation to Apply (ITA).
Candidates who get nominated to immigrate to a province receive an additional 600 CRS points. This means that invited candidates needed only 164 core points to receive an ITA.
Most Express Entry draws are now program-specific since Canada introduced temporary measures to slow the spread of the virus. This includes border closure to non-essential travel.

Immigration, Refugees and Citizenship Canada (IRCC) uses the Express Entry system to manage permanent residence applications through Canada’s three main economic-class programs
In addition, many provinces and territories have their own immigration programs that are aligned with the federal Express Entry system.
Candidates in this system are given a CRS score. This score is based on things such as their age, work experience, education, and their proficiency in French or English.
After candidates get an invitation to apply, they must submit their application. After that, IRCC will make a final decision. There may be processing delays due to COVID-19.
If successful, candidates will get a Confirmation of Permanent Residence (COPR) as well as a visa sticker on their passport if they need one. The final step would be to move to Canada and receive their Permanent Residence (PR) card.
These draws bring the total number of invitations issued so far in 2021 to 106,414. By the same time last year, this number was 65,750.
This large difference comes down to Canada's historic Express Entry draw in February 2021 when a total of 27,332 CEC candidates were invited in a single draw. The minimum CRS score required for that draw was just 75.
Canada focusing on candidates already in the country
In 2021, Canada has only held Express Entry draws that target candidates who are likely to be in Canada. This is in an effort to admit 401,000 new permanent residents this year.
PNP candidates usually need work experience, study experience or other connections to the province in order to receive a nomination. Similarly, CEC candidates also need to have at least one year of Canadian work experience in order to be eligible.
Therefore, it is likely that PNP and CEC candidates are currently residing in Canada.
Canada also aims to welcome over 400,000 immigrants in 2022 and in 2023.
For 2021, Canada is looking to welcome 108,500 immigrants under Express Entry. Canada is aiming to welcome 110,500 immigrants in 2022 and 113,750 in 2023.
Candidates can still submit an Express Entry profile despite the COVID-related travel restrictions in place.
Canada has recently began allowing fully vaccinated U.S. citizens and permanent residents to enter the country, and is looking to allow fully vaccinated tourists from other countries to enter Canada starting on September 7, 2021.
