Do send an email to the relevant visa office requesting them to email the passport request letter to you.

You may also want to check with VFS after 2-3 days if they have received an envelope for you. Someone else had received a similar message from the visa office about an envelope sent to VFS

wrote email to new delhi visa office , webform ircc and technical form . no reply maybe all canada office is celebrating Canada day
