It seems to me that it's just in the last year or two that they've introduced this preface to an online application since I don't recall this issue when I applied for my wife's visit visa summer of 2014.

This would seem to render the IMM5713 "Use of a family member for online applications" pointless.

How much of an issue is this, really. Is there no recourse here besides the applicant going to a Visa Application Centre if she can't herself get apply online (she's signed all the documents and I've got them in Canada thinking I could apply online but maybe I have to send them back...)

and it looks like there is no way around this.

I could, of course, create a MyCIC account under the family member's name. But they might routinely tag submissions with a geolocation of the IP address from which the submission came. This might not justify refusal in an of itself, since people from certain countries might be compelled to use VPNs for legitimate reasons. But why take a chance.

An alternative is tell her to find a computer somewhere, anywhere, connected to the internet and every last step is laid out for her including with screen captures, etc.

In this case, though, I'll suggest she make the journey to the VAC.

That line is meant to discourage the use of others' person account to submit your own. For example using your wife's account to submit an application for you.

I do not understand much about your discussion here but let me just tell you what i did with my childs online application, i applied her application using my account, i just submittd all!forms in her name. got the visa for him already

Underaged children cannot have a myCIC account.

OP is in not such case.
