Hello,

I am a Yemeni and I was born in Saudi Arabia. I live in Saudi Arabia with my family and I'm seeking asylum.
When I want to register in www.cic.gc.ca as a refugee, it says that I can't apply directly and I have to be referred!.

The United Nations Refugee Agency (UNHCR) in Saudi Arabia doesn't register refugees, saying that Saudi Arabia didn't sign Geneva convention on refugees.

I tried to get a tourist visa, but the Canadian Embassy refuses to grant visas to Yemenis.

Returning to Yemen is considered a suicide.

What is the solution in these critical situations?
 
You cannot apply directly through the CIC web site. You have two options if you want to claim refugee status.

1) You will need to obtain a TRV (tourist visa) to Canada, travel to Canada and then claim refugee status once you arrive here.
2) You will need to be identified as a refugee by UNHCR or a similar referral organization and selected for resettlement to Canada. If you can't do this in Saudi Arabia, you would have to move to another country.

Alternatively you can apply to immigrate through an economic immigration program like Express Entry based on your education, work experience and English language skills.

About the Express Entry,it
requires ILETS which I don't have, besides it would take along time in process.

You can easily take IELTS in Saudi Arabia. Processing for Express Entry is typically significantly faster than the refugee stream.

I don't know what the other referral organizations are.

I am Yemeni with my family living in Iraq and are identified as refugee by UNHCR. Want to asylum in Canada. Need your guide. Regards.
 
It's up to UNHCR to recommend families to a particular country based on what the country has specified they are accepting and based on their experience. Other than expressing interest on being resettled it is unfortunately out of your control.
