WP rejected, Can my sister applies for Visitor Visa while waiting for PR status

Urgent Question: Can my sister applies for Visitor Visa while waiting for PR status ?

Hi all, below is the situation for my sister,

Her Work Permit expired @Mar 1, 2012, and she applied for LMO on Feb 3, 2012 and got the LMO on Jun 13, 2012 and applied for Work Permit on Jun 15, 2012.

Her WP extention got rejected on Aug 20,2012. However she got AEO on Sep 15,2012 and re-applied the WP on Sep 22, 2012.

She applied for Perminent Residence on Nov 16, 2012.

Her WP got rejected again on Dec 21, 2012.

So we just found out that when she first applied for WP extention, it's more than 90 days!

Question is Can my sister applies for Visitor Visa now while waiting for PR status ? What's here status now and what's the option we have ?

Also, will her PR application be affected by her current situation?

Why did her work permit get rejected. What were the reasons cited?

The reson is standard, saying that she may not leave Canada after the WP.

The problem is the LMO is expired so she may not apply for WP again.

She's more than welcome to apply for a visitor's visa. She should include the fact she has applied for PR with proof (copy of the receipt is excellent proof).

What type of PR did she apply for?

The chances of getting a visitor's visa, however, are low. Especially with the work permit rejections - she's going to look desparate to stay in Canada and that screams overstay risk.
