WP extension as Provincial Nominee... confused!!!

Hi, I am really confused about how to extend my work permit...

Here's my situation: I'm a Provincial Nominee and I have applied for PR (regular stream, not express entry), but have not received an AOR yet. My current work permit is going to expire on February 11, 2016 so I'm within that 90 day period where I can apply for a work permit extension.

- Is it right that I can only apply for a closed work permit as I have not received an AOR yet?

- My employer needs to support me with an offer of employment form, employment ID number and a receipt that the compliance fee has been paid, right?

- I'm supposde to submit a "Statement from the province that it has determined that all factors required for the issurance of a work per.mit as per its agreement with Canada have been met, and identifying the occupation and employer information". What is it and where can I get that? Or is that the work permit support letter?

- With the current processing time I would definitely hit implied status, which is something I was hoping to avoid. My employer wants to send me on a business trip during the time when I most likely will be on implied status, so I can't go. To avoid the processing times I was thinking about renewing my work permit at the border. I'm just not sure how risky that would be. I am a german citizen so as far as I know I am eligible for multiple entry and I never had any trouble entering the country, except for once when I had my work permit etc. all in order and the officer still gave me a hard time and gave me a long talk that I can't leave the country on implied status, which I wasn't so I'm not sure what to expect if I try to extend my work permit there. Any suggestions or maybe you can share your experience with flagpoling?

- Is flagpooling also possible if I go to the nearest airport as an authorized port of entry?

1 being an german citizen flapolling is an option for you but not sure if they will approve it (confirm it from somewhere)
2 You are eligible for open work permit which BOWP as you are an provincial nominee...
3 If you are on implied status you can leave canada and you can enter back but after entering you can't work ...follow the link for implied status

I called CIC a few days ago to ask if it's going to be a BOWP or closed work permit for my extension. They said without an AOR I am only eligible for a closed work permit, so now I'm a bit confused.

Do you have any thoughs on "Statement from the province..."? Is that the work permit support letter? I emailed PNP and asked to issue a work permit support letter. They want proof that I have handed in my PR application but all I have is a purolator slip and the notification from Purolator that it got delivered in Sydney. According to CIC it takes about 16 weeks for the AOR, by then my visa will have expired and I won't be on implied status without an application. I got my PNP nomination on October 8 and sent my PR application on October 23. I did the best I could but their processing times are out of my control. I don't know what to do!!! HELP!!!

I don't really know what you mean by "Statement from the province..?" But here are the required documents for BOWP and eligiblity criteria...
Bridging work permit: eligibility parameters

To be eligible for a bridging work permit, foreign nationals must meet the following requirements:
•they are currently in Canada;
•they have valid status on a work permit that is due to expire in four months or less;
•they are the principal applicant on an application for permanent residence under the FSWC, the CEC, the FSTC, the PNC (see note below), or the two caregiver classes;
•they have received a positive eligibility assessment on their permanent residence application under one of the Economic Class programs above;
•they have applied for an open work permit; and
•they have paid the work permit processing fee and the Open Work Permit Holder fee.


Note: Foreign nationals in the PNP are eligible for an open work permit only if they have provided a copy of the nomination letter issued by the nominating province or territory with their application and there is no indication that employment restrictions exist as conditions of the nomination.
The following foreign nationals do not qualify for a bridging work permit:
•foreign nationals in Canada under section 186 of the Immigration and Refugee Protection Regulations (IRPR) (work permit exempt);
•foreign nationals who have let their status expire and must apply for restoration in order to return to temporary resident status;
•foreign nationals whose work permits are valid for longer than four months or who already have a new LMIA that can be used as the basis for a new work permit application;
•foreign nationals applying for a bridging work permit at the port of entry;
•spouse and dependants of the principal permanent resident applicant;
provincial nominees who have not submitted a copy of their nomination letter with the application for a bridging work permit, or whose nomination letter specifically indicates employment restrictions.
